About the Victorian Government Solicitor's Office

VGSO serves the rule of law exclusively for the State.

We do this by:

  • providing independent legal services exclusively for the State
  • working with our clients to achieve their objectives
  • using our knowledge of, and role in, the machinery of government
  • building on the wealth of our legal experience
  • recruiting and retaining talented practitioners with broad expertise
  • working together to conduct an ethical and fulfilling legal practice

VGSO's practice

The Victorian Government Solicitor is the head of the VGSO. The VGS, and the VGS's predecessors, have been Victoria's solicitor since the establishment of the Colony of Victoria in 1851. The VGS is accountable to the Attorney-General for the conduct of VGSO's legal practice but is accountable to the Secretary of the Department of Justice and Community Safety for its administration.

VGSO's legal practice is that of a solicitor and extends to advocacy, legal education and training, and investigations in its areas of practice.

VGSO's legal practice has altered over time to suit the needs of the State. Its current legal practice is provided through these branches:

  • Litigation and Dispute Resolution
  • Public Law and Planning
  • Police Advisory
  • Workplace Relations and Occupational Health and Safety
  • Inquiries, Prosecutions and Administrative Law
  • Commercial, Property and Technology

A corporate services function supports its legal practice.

VGSO charges fees to its clients for its legal services. Some of its legal services are exclusive of the other providers on the legal services panel to the Victorian government. It otherwise competes with legal service providers to provide services to the State.

VGSO is effectively self-funded from the revenue generated through the provision of its legal services.

Who VGSO can act for

Given that VGSO is part of the State, it can only act:

  • for the State
  • for those through whom the State acts
  • in the State's interests.
