Bea leads a team of lawyers providing advice across a broad range of commercial, technology and intellectual property matters.

Bea is an experienced technology lawyer who has worked for private firms and in-house in the technology transfer sector. She has worked with biotechnology, agribusiness products, unmanned aerial vehicle systems, laser devices, optical fibre technologies and artificial intelligence. Bea has acted for private organisations and government entities in a range of technology matters involving complex systems and multiple stakeholders.

Bea's practice includes the development and negotiation of project specific contracts for business-critical systems, as well as contracts for transactional dealings in hardware, software and IT services. Bea also has extensive commercial contracting experience and understands the Victorian government's procurement policies and norms. Bea regularly advises government on end-to-end procurement projects and brings a commercial and pragmatic approach to tender evaluations and negotiations. Moreover, she understands the Victorian government's risk appetite and framework .

Otherwise, Bea practices in the areas of:

  • managing supplier performance
  • privacy and data protection, large scale data collection and consolidation, and data sharing
  • responding to and managing cybersecurity breaches
  • issues affecting the deployment of data into the cloud (including offshoring data)
  • advising on the State's telecommunications contracts and services
  • the identification, protection and commercialisation of Crown intellectual property
  • IT and intellectual property disputes, including navigating the dispute process as a Model Litigant.

Bea leads VGSO's Technology and Data Protection Practice Group and participates in Victorian Public Sector subject-specific groups which are connected to DPC projects, such as the eServices Register Contract reform group.
