Yulia's expertise is in providing advice and conducting litigation for a variety of government clients on questions of constitutional law, statutory interpretation, administrative decision-making, royal commissions and inquiries, intergovernmental agreements and national schemes, and other public law matters. Yulia regularly advises the Attorney-General for Victoria on constitutional matters, and has extensive experience conducting constitutional litigation on behalf of the State. She also acts in a range of litigious matters, including judicial review proceedings and discrimination law matters.

Yulia presents a session on 'The Government, its branches and where you fit in' in the VGSO Whole of Government Induction series, and also presents the VGSO Essentials Statutory Interpretation workshop. Prior experience includes working as Counsel Assisting the Solicitor-General for the Commonwealth and Researcher to the Solicitor-General for Victoria. In these roles, she worked on numerous high-profile High Court cases and assisted with advice on significant issues to the highest levels of government.

Yulia has also holds an LLM from New York University, where she specialised in public international law and human rights and worked as a research assistant to Professor and UN Special Rapporteur Philip Alston.
