Jessica is an experienced litigator who leads a team of lawyers in the Litigation and Dispute Resolution Branch. Jessica advises and represents a range of government clients in litigation and dispute resolution including Victoria Police, Corrections Victoria, and the Attorney-General. Jessica is highly experienced in police civil claims (particularly intentional torts and negligence claims, including novel duty of care issues), personal injury claims under the Wrongs Act 1958, coronial inquests, and public interest immunity claims (including AB & EF v CD and Ryan v State of Victoria [2015] VSCA 353). Her practice also includes applications and reviews under the Crimes (Mental Impairment and Unfitness to Be Tried) Act 1997.

Jessica has experience in conducting proceedings in the High Court, Supreme Court, County Court, Magistrates' Court and Coroners Court, and has acted for government clients in several civil trials and in various high profile matters, including inquests and civil proceedings involving specialist units of Victoria Police. 

Prior to joining the VGSO, Jessica worked at a large international law firm as a paralegal in its government & regulatory team and was involved in a variety of legal work in the government sector. Jessica has also worked in the Justice Policy Unit of the Department of Justice (as it was then known), where she worked on policy and legislative development, and various research projects relating to public safety. Jessica has also worked as a volunteer in a community legal centre.
