David specialises in matters arising under the Land Acquisition and Compensation Act 1986, the Major Transport Projects Facilitation Act 2009 and the Planning and Environment Act 1987, particularly compensation matters under Part 5 of that Act.

David's experience includes both advisory work and disputed claims referred for determination.  He has acted in compensation proceedings at the Supreme Court of Victoria and Victorian Civil and Administrative Tribunal, many presenting complex evidentiary and legal issues. 

David also has significant experience in questions concerning:

  • the valuation of land, both for rating and compensation purposes, and in advisory and dispute work under the Valuation of Land Act 1960; and
  • statutory planning under the Planning and Environment Act 1987.

Before joining the Victorian Government Solicitor's Office in 2021, David worked in public law at a major Australian law firm, advising and acting for a broad range of private and public clients including in relation to a number of major infrastructure projects.
