Bilal is a specialist in government disputes and public, planning and environmental law.

He acts for State entities in complex litigation and inquiries in all forums. He has particular expertise defending complex judicial reviews concerning novel questions of law for State entities in the Supreme Court and in subsequent appeals, for example, in litigation concerning:

  • the Golden Plains Wind Farm
  • redevelopment of Southbank
  • the West Gate Tunnel
  • a $4 billion energy transmission project
  • planning, water, corrections, police and heritage matters.

Bilal also conducts merits reviews for Victorian regulators (for example, the Environment Protection Authority), has defended civil claims against the State of Victoria and acted for the Commonwealth in Federal Court class actions for historic land contamination. He has acted in and in response to 7 Royal Commissions.

He advises across government on novel public, environmental and planning law issues, with a focus on the exercise and scope of government power and in assisting government with statutory approvals, particularly in the development of major projects.

Bilal has a detailed understanding of the workings of Government, having worked in government practice for over 7 years and in having undertaken several secondments, including to the Department of Premier and Cabinet public law team.
