Andrew is a lawyer of over 20 years' experience who leads a team whose practice involves all matters relating to administrative decision making and administrative law generally including judicial review and VCAT proceedings. The team has a specialisation in relation to tribunal decisions, freedom of information matters, occupational regulation and proceedings commenced by agencies in furtherance of this area. Andrew can also provide specialised advice in relation to criminal prosecutions.
Andrew also leads the VGSO team in providing advice to the Attorney-General, in her role as the Protector of Charity, relating to issues arising in the administration of charities and under wills.
Prior to joining the VGSO Andrew was for 7 years a senior prosecutor at the office of the Commonwealth Director of Public Prosecutions in the Commercial Prosecutions branch. In that capacity he conducted complex prosecutions on behalf of a wide range of clients including the Australian Securities and Investments Commission, the Australian Taxation Office and the Commonwealth Department of Human Services as well as the Australian Federal Police and Victoria Police. He also prosecuted matters relating to border controlled drugs and other illegal imports, child exploitation, identity fraud, maritime safety and IT offences. His significant prosecutions included proceedings relating to Bill Express Ltd, Sigma Pharmaceuticals Ltd and Operation Wickenby. Andrew has appeared as counsel before all Victorian courts in a range of matters including mentions, applications, contested hearings and appeals.
Andrew's other experience includes being a legal academic staff member at Monash University for 10 years where he was a Senior Lecturer and Director of Teaching specialising in commercial law, consumer law and international law. He was also a member of the Victorian Bar for over a decade. Andrew commenced his legal career as a judge's associate.
Andrew has lectured and published widely. He is the author of over 50 articles on legal topics published both in Australia and overseas. He continues to publish and present seminars in furtherance of continuing legal education.
