Current practice

Mark is a senior lawyer in the Compliance, Enforcement & Prosecutions unit. His practice involves providing advice on statutory interpretation of legislation, undertaking various criminal investigations, commencing and conducting prosecutions for a number of government departments and regulatory authorities including the Local Government, Investigation Compliance Inspectorate, the Australian Health Practitioner Regulation Agency, the Department of Education and Training, the Victorian Electoral Commission and Primesafe.

Mark has experience in all aspects of criminal practice and procedure. He can provide advice on the sufficiency of evidence and the prospects of success in a prosecution. He can assist clients in drafting charges and a summary of facts, the filing of charges and compiling prosecution briefs of evidence. Mark is also an skilled solicitor advocate and regularly appears in all administrative and substantive stages of a criminal proceeding.

Experience

Prior to joining the VGSO, Mark spent three years working as a senior prosecutor in the Legal and Regulatory Services area at the Taxi Services Commission. In that role, he conducted regulatory prosecutions in the Magistrates' Court, as well as indictable prosecutions in the Magistrates' Court and County Court of Victoria.  Mark was involved in the early preparation of briefs relating to summary prosecutions against ride sharing services in 2014.  During his time at the Taxi Services Commission, Mark appeared in numerous cases involving merits review to the Victorian Civil and Administrative Tribunal.

In 2011 and 2012, Mark completed his Masters' Degree in International Law at King's College, London. Prior to this, Mark spent two years working as a Prosecutor for the London Probation Service, appearing in various London Magistrates' Courts, prosecuting breaches of community based sentences. Mark completed the Juris Doctor Program at Melbourne University in 2006 and was admitted to practise in March 2008, following completion of the Graduate Diploma in Legal Practice at the Leo Cussen Institute.

Mark is also a current serving tribunal member with the Football Federation Victoria (FFV) and the National Basketball League (NBL).
