Current practice

Eleanor's practice involves providing advice and conducting litigation on behalf of Government bodies in a range of areas. She has particular expertise in preparing Statements of Compatibility under the Charter of Human Rights and Responsibilities Act 2006, and can provide expert advice on human rights, statutory interpretation, administrative law, governance and integrity and constitutional law matters. Eleanor also has a deep understanding of the processes of Government, and is available to assist with specific legislative and policy projects.


Eleanor joined the VGSO's Human Rights team in 2010, where she has gained substantial experience advising Government in all aspects of human rights law, as well as undertaking specialist secondments with the Department of Premier and Cabinet and at VGSO's Police Branch. During her time at VGSO Eleanor has developed excellent skills conducting litigation and conciliation in various jurisdictions, including at the Court of Appeal, Supreme Court, County Court and the Victorian Civil and Administrative Tribunal.

Prior to joining VGSO, Eleanor worked as a Legal Adviser at the Department of Premier & Cabinet, working on a variety of matters including the 2009 Bushfires Royal Commission, major amendments to the Subordinate Legislation Act, and police integrity reforms. She has also worked at the Department of Justice and the Department of Human Services, and in 2007 spent a year as a Research Associate at the Court of Appeal, where she gained an excellent appreciation of the Victorian judicial system.
