Current practice

Eleanor's practice focuses on human rights law, governance and integrity matters, administrative law, statutory interpretation, discrimination and equal opportunity law, and constitutional law matters.  Eleanor advises government bodies on their statutory and common law obligations, and acts on behalf of government in proceedings in both appellate courts, such as the Court of Appeal, and original jurisdictions, such as the Victorian Civil and Administrative Tribunal. 

Eleanor has special expertise in the Charter of Human Rights and Responsibilities Act 2006, and can advise public bodies on their obligations under the Charter, draft Statements of Compatibility and Human Rights Certificates for bills and regulations, and act for public authorities in litigation involving the Charter.

Eleanor also has a deep understanding of the processes of Government, and is available to assist with specific legislative and policy projects.


Since joining the VGSO in 2010, Eleanor has gained extensive experience in governance and integrity, statutory interpretation, government policy and processes, administrative law and human rights law.  She has conducted litigation and conciliation in various jurisdictions, including at the Court of Appeal, the Supreme Court, the County Court and the Victorian Civil and Administrative Tribunal. Eleanor has also undertaken a number of secondments to government agencies, assisting on policy, legislative, and regulatory projects in the areas of human rights, integrity and oversight, corrections, youth justice and police matters.

Prior to joining VGSO, Eleanor worked as an Adviser at the Department of Premier & Cabinet, working on a variety of matters including the 2009 Bushfires Royal Commission, major amendments to the Subordinate Legislation Act, and police integrity reforms. She completed the Victorian Public Service Graduate program in 2008, and in 2007 spent a year working as a Research Associate at the Court of Appeal. Eleanor also has an interest in books and publishing, and in 2012 she helped establish the Stella Prize, a major literary award celebrating Australian women’s writing and championing cultural change.
