Current practice

Elaine practises in information technology and commercial law and provides advice on intellectual property issues.

Elaine has worked on a number of IT procurement and contract matters for Corrections Victoria, Emergency Management Victoria and other clients in the emergency services sector. These include the provision of cloud services, software development and implementation, case management systems, hardware and telecommunications. She has also worked with a broad range of statutory authorities, providing advice and assisting with agreements for IT systems and data access arrangements.  

Elaine provides advice on intellectual property rights and compliance with government policy, including in relation to trademarks and brand protection, IP licensing agreements, copyright notices and website terms of use, and moral rights. She has also advised on Aboriginal intangible heritage and its intersection with intellectual property.



Elaine undertook a short secondment in 2014 to the Department of Health and Human Services to assist with instruments of delegation and financial authorisation following machinery of government changes.

Prior to joining VGSO, Elaine spent three years in the Department of Premier and Cabinet in Strategic Communications preparing ministerial briefs and developing a deep understanding of Victorian Government communication policy and advertising governance processes.
