Current practice

David practices in administrative and public law, providing advice and conducting litigation in the areas of land acquisition and compensation law, and planning and environment law. 
David also advises, and acts for, a variety of government clients on questions of regulatory control, statutory interpretation, and the exercise of statutory powers under transport, planning, environment and Aboriginal heritage legislation. 


Prior to joining the Victorian Government Solicitor's Office in 2019, David was a Senior Lawyer with the Northern Land Council in Darwin, Northern Territory where he practiced in native title law, successfully conducting complex litigation on a number of matters related to the recognition of native title rights and interests, compensation for loss of native title and the interaction of native title with other land interests. 
David also has experience providing advice on and successfully negotiating land use agreements, particularly concerning road and transport infrastructure, and minerals and energy projects on Crown land. 
David has regularly appeared in the Federal Court and can appear as an advocate in Federal and State courts and tribunals if required. 
David holds a Master of Laws and Graduate Diploma of Legal Practice from the Australian National University. He also holds a Bachelor of Laws (Honours) and a Bachelor of Science majoring in Geology, Geophysics and Environmental Geoscience from the University of Adelaide.
