Holly advises government departments and agencies on issues arising under the Charter of Human Rights and Responsibilities Act 2006. Holly regularly drafts Statements of Compatibility and Human Rights Certificates for parliamentary bills and regulations. She also advises and acts for the Attorney-General in Charter interventions, and acts for public authorities in Charter litigation.
Prior to working at VGSO, Holly worked at the Parliament of Victoria. Initially, she worked with the Parliamentary research service writing reports on legislation, public policy and key issues of relevance for members of the Parliament. She later joined the Legislative Council Standing Committees, where she worked on various parliamentary inquiries. During her studies, Holly worked in barristers' chambers and as a paralegal in the private sector. Holly has also undertaken a range of volunteer work at community legal centres and other non-profit organisations.
