Marlo Baragwanath

Victorian Government Solicitor

Leading the Victorian Government Solicitor’s Office, Marlo is the primary source of legal services for the Government and independent statutory authorities.

Marlo has worked in a number of senior roles across the public sector as a lawyer and a leader for the past 15 years. She was most recently the Director of the CEO’s Office at the Victorian Building Authority, overseeing legal, communications, governance and board support and advising the Government, Board and executive team on a range of strategic, operational and legal issues. Marlo was also general counsel at Worksafe Victoria and previously worked as a senior policy officer in the Department of Justice and a policy officer at Ombudsman Victoria.

She was admitted as a barrister and solicitor of the Supreme Court of Victoria in 1997.

She holds a Masters of Science in Public Administration and Public Policy from London School of Economics and a Bachelor of Law (Honours) and Arts from Monash University.

As Assistant Victorian Government Solicitor at the VGSO's Police Branch, Stephen heads a specialist team of lawyers that advises Victoria Police on a range of matters including police discipline, police powers, crime, evidence, administrative decisions and State liability.

Alison O'Brien

Assistant Victorian Government Solicitor

Alison is Assistant Victorian Government Solicitor and head of the Government and Public Law Branch.  In that role Alison is responsible for providing a wide range of legal services to Government clients including in relation to:

  • Development, application and interpretation of legislation (including in administrative decision-making);
  • Merits and judicial review of administrative decisions;
  • State and federal constitutional law;
  • Professional disciplinary proceedings and occupational regulation;
  • Planning, environment and heritage;
  • Human rights and anti-discrimination law;
  • Freedom of information and privacy; and
  • Public sector governance and integrity.

Julie Freeman

Assistant Victorian Government Solicitor

Julie leads the Commercial, Property and Technology branch at the VGSO. Julie's team comprises over 30 lawyers and support staff dedicated to assisting the Victorian Government and its agencies in their activities.

Julie has particular expertise in government project work including significant outsourcing and procurement matters, contractual drafting and negotiation, statutory interpretation and assisting the Victorian Government and national government entities in policy development and legislative reform processes.

Julie has worked for government entities in a wide range of sectors including transport, emergency services, gambling, racing, corrections, energy, resources, water and health.

Julie joined the VGSO in 2013 after spending nearly 20 years at a leading private law firm.  Julie's recent work includes advising on gambling licensing processes, on integrity issues in the racing sector, on the arrangements for the long-term leasing of the Port of Melbourne and advising on various projects in the emergency management, corrections and transport sectors.
