Marlo Baragwanath

Victorian Government Solicitor

Leading the Victorian Government Solicitor’s Office, Marlo is the primary source of legal services for the Government and independent statutory authorities.

Marlo has worked in a number of senior roles across the public sector as a lawyer and a leader for the past 15 years. She was most recently the Director of the CEO’s Office at the Victorian Building Authority, overseeing legal, communications, governance and board support and advising the Government, Board and executive team on a range of strategic, operational and legal issues. Marlo was also general counsel at Worksafe Victoria and previously worked as a senior policy officer in the Department of Justice and a policy officer at Ombudsman Victoria.

She was admitted as a barrister and solicitor of the Supreme Court of Victoria in 1997.

She holds a Masters of Science in Public Administration and Public Policy from London School of Economics and a Bachelor of Law (Honours) and Arts from Monash University.

Alison is Assistant Victorian Government Solicitor, Public Law & Planning.  In that role Alison leads a group of about 25 lawyers responsible for providing a wide range of legal services to Government clients about matters including:  
  • The development, application and interpretation of legislation (including in administrative decision-making)
  • Merits and judicial review of administrative decisions
  • Planning, environment and heritage
  • Human rights and anti-discrimination law
  • State and federal constitutional law
  • Public sector governance and integrity
  • Integrity body (including parliamentary) inquiries

Julie Freeman

Assistant Victorian Government Solicitor

Julie leads the Commercial, Property and Technology branch at the VGSO. Julie's team comprises over 30 lawyers and support staff dedicated to assisting the Victorian Government and its agencies in their activities.

Julie has particular expertise in government project work including significant outsourcing and procurement matters, contractual drafting and negotiation, statutory interpretation and assisting the Victorian Government and national government entities in policy development and legislative reform processes.

Julie has worked for government entities in a wide range of sectors including transport, emergency services, gambling, racing, corrections, energy, resources, water and health.

Julie joined the VGSO in 2013 after spending nearly 20 years at a leading private law firm.  Julie's recent work includes advising on gambling licensing processes, on integrity issues in the racing sector, on the arrangements for the long-term leasing of the Port of Melbourne and advising on various projects in the emergency management, corrections and transport sectors.

Matthew leads the Litigation and Dispute Resolution Branch at VGSO which comprises a large team of over 60 lawyers and support staff dedicated to assisting the Victorian Government and its public sector departments and entities.

Matthew is an experienced lawyer and leader across both the public and private sectors.  

In addition to his experience in handling disputes sensitively and managing the end-to-end process from claim inception through to litigation strategy, Matthew is passionate about public sector governance and delivering public value through greater efficiency in dispute resolution practices.
